The following proposed revision is an addition of a power I had forgotten to replace when I edited my telepathy, as well as an addition of two weaknesses, and clarification of how Arcadia works. It should not be judged piecemeal, but holistically, as the power and weaknesses involved are intertwined, and an edit of one requires an edit of the other. The weaknesses cannot be added without the power change being added as well.
Telepathy and Arcadia will be shown as a whole, with the proposed additions shown in bold. Weaknesses will only be shown in bold, without the other weaknesses, as they are supplementary to the text shown, not the other weaknesses persay.

Powers:
Telepathy: Peter is a high order telepath, only able to read the minds of human, though his brains unique mathematically obsessed structure has left him with a peculiar dysfunction to his powers, being based on a number that is tied into both his telepathy and telekinesis. This number, for the time being, is 20. It is the number of miles that Peter is able to extend his mind, and is the number of minds Peter is most comfortable making simultaneous contact with, as well as being tied into other abilities of his, which will be extrapolated on below.
Peter Emile has access to the following telepathic subsets:
Psionic Shield: Peter has always focused on controlling the battlefield, through controlling himself, before extending himself outwards. This has manifested in the ability to create shields that are capable of linking themselves to the concept of twenty, and can only be broken after twenty psychic blows, or in some other way relating to the mathematical anomaly that is his mind. Peter is only capable of protecting himself with this ability, as it is not one he has learned to extend outwards yet.
(OOC: Just, please, humour me. Show me where the link to the number twenty is, and how they know to use it, and the shield is bypassed.)
Psionic Shadow/Psionic Cloak: Through extending himself, Peter can create a psychic shadow over himself and nineteen other individuals, which makes it so that unless they are actively sought out, they pass by the notice of any telepathic scanning of searching. This ability is referred to by different names by different teachers, but is effectively the same.
Telepathic Jamming: Should Peter's psionic shadow fail to do the job, this ability kicks in next. It becomes a contest of wills, where Peter is actively disorienting the probing mind, and attempting to cloak the other presences, usually through the use of false signals, while suppressing his own.
Telepathic Smoke Screen: The final layer of defense for a telepathic probe, this ability literally is a last ditch effort. By exerting himself, Peter creates thousands (8000 to be precise, 20 x 20 x 20) of false signals, and creates as much telepathic 'noise' as he can, while usually rushing his charges along. This ability is only active for twenty seconds before it shuts down, the the enemy telepath is left wondering what the hell that was, and where the new signals came from.
Telepathic Illusion: Peter can create disguises for himself through manipulating what they believe they see when they look at him.
Mental Detection: Peter, should he extend his senses, is capable of detecting other superhuman minds that are within his Sense of Perception. This is activated when he begins actively scanning automatically. It is subject to any and all mental defenses the target may have.
Tele-empathy: Peter has some limited abilities of tele-empathy, influencing and sensing emotions through the mind.
Voice Beyond: There are times when Peter seems to speak with an authority beyond his own, seemingly imbued with a Charisma, and Aura of Command, beyond his own. These usually only occur when he speaks on matters of Honour, or Spirituality. This is a telepathic effect, and those who hear it and are immune to telepathy will not perceive that effect. When Peter reaches the crescendo of many of his speeches, the illusion of black wings explode from his back, and seem to frame him, the light draining from the room around him, and he truly seems to steal the spotlight.
Phantom Music: Accompanying Peter when he sings or plays an instrument, this is an illusion of other instruments to compliment him. This can also sometimes generate a female counterpoint to his own voice, if the piece of music he is playing needs it.
Share Dream: Peter is capable of pulling nineteen other individuals into a share dream with him, allowing them to train without fear of harming one another. This ability consumes a great deal of energy, and is thusly normally only able to be used in Arcadia. When in the shared dream, all the normal laws of physics apply 'in the dream', as opposed to normal lucid dreams, though powers function as the dreamer understands them too.
Telepathic Link: Peter is capable of forming a deep emotional and psychic link with other telepaths by opening himself to them. Should they lower their own defenses in kind, they will find his psyche attempting to form bonds with their own, offering a closeness that can only be described as absolute. This is the deepest form of trust that Peter can offer to someone, as they will see him for what he is, completely, as will he see their own secrets. There are no secrets possible between someone so linked. This complete view is seen, and understood, before the bond can be cemented. Should either party find the other wanting, they can sever the attempt without ill effect at this stage.
Acceptance is considered to create a bond so strong that they are almost always in telepathic contact, and can literally share minds about tasks as necessary, as well as see the idealized form of one another in a strange waking dream if they choose to. Peter, in his idealized form, appears as his current form, but bearing broad black wings, and wearing little beyond a black hakama, revealing a well muscled torso.
In order to sever the bond, once it has been formed, the party simply has to raise telepathic shields in regards to Peter. This is different from a generalized shield, as it is an active choice to reject his bond, which is almost always strengthening itself. Once the bond has been severed, there will be a feeling of emptiness, and loneliness, on both sides. Peter is not capable of severing links on his end at this time. Should Peter have an active link formed, he will not feel the crushing emptiness, or loneliness inherent to his lack of a soul, as he can reach out for support from his linked partner.
Finally, when linked, his partner has access to not only his Superhuman Intelligence, as well as the power to open Portals into Arcadia like Peter has, but also his telepathic techniques, as well as the telekinetic, should they have telekinesis as a power. This cannot grant them power they do not possess, but instead grants them knowledge of how to USE that power.
Arcadia: Peter, two years ago, found he had the ability to create a pocket dimension. He spent his time there, hiding away from the troubles of the world by tending to the land within the Astral Plane. His careful tending, gardening, irrigating, creating base elements, and taking the time to make them real, he has granted it an ecosystem that is not reliant on any sapient being. The plants need no bees. It has no trees, or other large plants, instead relying on smaller grasses, flowers, and myriad other fragrant organisms.
There are two peculiar, and disconcerting traits to Arcadia, that need to be recognized. First off, it is a hollow sphere, and when you enter Arcadia, you are inside the sphere, though the gravity being subjective to the surface you are on, and weakening enough that you will not reach velocities that would hurt you, even if you fell from the top too the bottom, instead being attracted more strongly to a walkway once you got near it, and landing gently. Arcadia has been designed to be as confusing as possible for people who are not familiar with it, but the key things to understand, is that you will always enter in the 'bottom' of Arcadia, and can always look straight up at the Fortress, before working your way in. The 'Core' of Arcadia is a throne room, in which there is a man inside a Diamond sarcophagus, seated upon a platinum throne within it, the sarcophagus filled with reddish honey. This is the tomb of Raziel, and it is this tomb that Peter will always fall back too. The man has his eyes closed, and seems asleep, though no vital signs will be detected. Peter often will talk to Raziel, and for obvious reasons, this throne room is generally prohibited to any visitors. Raziel's body is the precise center of Arcadia, and at no time does any amount of darkness or shadow fall on him.
Secondly, is the light sources. Arcadia is always in a state of twilight, the light being silver hued. Adjustments can be made after staying long enough in the realm, to see without disorientation, but it still maintains a silver hue to everything seen, and can be disturbing. Arcadia, as a pocket dimension, exists in a section of the Astral Plane that has been segregated and quarantined. The lining of the sphere, below the twenty feet or so of soil and other water retaining compounds, is a metal that is impervious to manipulation by any sources barring Omega Level Telepaths or Telekinetics who are within Arcadia itself. On that note however, Arcadia IS on the Astral Plane, so mutants with respective powers to it will feel the normal enhancements or effects. Despite it's planar nature, Arcadia has more than enough air to breathe for any air breathing entity. This is achieved both through the manipulation of the plane itself, and Peter having torn a number of open near the trunks of trees in Central Park. There are often small critters and different birds in Arcadia, having blundered their way in.
As Arcadia and Peter are interlinked, it is worth noting that Peter is not so much the ruler of Arcadia, as he is symbiotically linked to the plane. As Arcadia grows, and changes, Peter himself changes as well, the tie between man and realm almost perceivable. Foreign elements that are introduced into Arcadia will begin to have a sympathetic effect on Peter himself. For instance, if someone were to begin poisoning Arcadia, Peter would begin to be poisoned as well, as the plane reaches out, crying in pain to him. Conversely, if there was something introduced to Arcadia that surged it to life, he would be so effected as well.
Arcadia Fortress: An extensive fortress, with walkways seemingly made of hewn stone extending like a spiders web throughout the plane until it touches the ground, this fortress is seemingly made of white marble, which takes on the silver hue of the plane. The fortress itself is in a Gothic style, and gives a cold, imposing appearance to it. It has a spherical design, all aspects radiating from a single point, the center of which lies the throne room. Peter is able to alter the fortress as he sees need, through force of will, and a few moments thought. This grants him a distinctive combat advantage, and is related to his dominion over the realm, and the fortress.
While in Arcadia, Peter's telekinetic and telepathic powers grow from being based on a rule of 20, to being based on a rule of 100, and like that augmentation, he also heals at five times the normal rate. Peter does not age in Arcadia, and while there, does not suffer from depression, or loss, the time in the Astral Plane soothing his mind, and feeding the hunger in his soul. For those who are keen on making such commentary, Arcadia COULD be considered to be Peter's own source of Prozac, and all sorts of wonderful combat drugs, creating a cornucopia of wonderful effects in him.

Link Addiction: Peter is addicted to having telepathic links active. He is always eager to form them if the offer is made, and if he forms one, he refuses to sever it. Should Peter form a link, he will be constantly watching out for his partner, and the linked partner can actually feel the almost overwhelming protective instincts he feels towards them. And when those links are severed, Peter will be left despondent, and suffering from the loneliness for at least twice the time the other party does should he exit Arcadia.
Substance Dependence: Peter can be considered to be addicted, or dependent on the following substances:
Oxycontin (Painkiller taken to suppress the pain from his wings)
Alcohol (Before the pain got bad enough he needed Oxycontin, Peter was drinking to alleviate it.)
Colloidal Silver (Peter consumes this as a way to supplement his silver laced blood)
Nutrient Supplements (Peter eats very little, as he is usually dealing with suppressed hunger from the Oxycontin.)
Arcadian Link: Peter is linked to Arcadia in such a way that if something harms the plane, Peter will be harmed as well. Poisoning Arcadia is a way to kill Peter that he has little defense against without expending large amounts of effort defending the plane itself. The proper way to go about effecting the plane, is to target the Soil, or the Honey, and taint them with whatever substance one wishes to effect Peter with. The soil is easier to access, but it requires a dose one hundred times human strength to effect Peter through it, while the Honey requires infiltrating the fortress to it's core, but only needs the amount required to effect the human body.
Furthermore, if a telepath is inside of Arcadia, they are able to target Peter with telepathy, and bypass his shields, should they think to target the plane itself
