Mutations:
All of Wisps mutations have to do with the phases of the moon: These changes happen at sunset of the day of the moon’s change. They happen instantly as if an illusion peels off to reveal the “true” person beneath- only… they are always the true person so it’s really weird looking.
Wisp can store approx 30 minutes worth of light energy in her system unless it's the full moon then it's 60. (and as a child it's like 5) She must have a direct source of light or tap into this energy that she can hold with in herself. However. If she ever "drains" her battery dry she's as physically weak as if someone ran by and drained her of all her energy- so tired she can't even do more then just lay on the ground staring up at the sky completely and totally harmless until she has a chance to A) rest. B) eat something C) go sit in the light of the moon or the sun. *Direct* light. None of that firelight, shining a light bulb on her stuff.. hehe

When the moon is full, Wisp is at her full power and has access to everything below. She has the appearance of someone in her mid-twenties and the maturity and wisdom of someone much older than her true age. This period lasts only the actual three days of the full moon (a day of and two days later) She has every power listed below and the following:
Light Manipulation: Wisp can manipulate light, moon light, sunlight, flashlights, uv lights, fire light... Whatever. She can manipulate it to do the below.
Master of Illusions- Wisp when heightened with the might of the full moon has the ability to make illusions so complete that they fool the senses. So much so that, in battle, she can be “visible” one place and be “cut to ribbons” while she’s actually a safe distance away preparing some other nasty surprise for someone who wanted to do damage to her.

Invisibility- Wisp can become completely invisible. (This of course does nothing if say, someone smells her out…)
Mistress of Color- Wisps ability to manipulate and change the hues and light bending abilities now takes on a permanency. This is both for the outside world (changing the pigment of grass of a field to be always blood red…) or personal (changing the way someone’s eye registers color (making everyone see shades of red, blue, yellow.. and if really cruel, everything’s tinted Pink.)
Moonlight Laser- one of Wisps’ only real offensive abilities. She can use light to focus and bend itself until it becomes a force of nature- with the ability to do serious damage to a target- burning it away (not unlike Cyclops’s Eyebeam.) Given enough time there are only a few substances that can withstand her onslaught. (… Diamonds and other crystals can refract the light and make this attack completely ineffective)
Shroud of Radiance- this is an amplification of Wisps "Aura". Her parents likened this to the glowing aura of an angel, one of her friends to a pagan goddess. This doesn't do much except look really FREAKING Cool... It can cause terror, awe or "...what the f is that?" moments.. but those are really dependant on peoples beliefs and thoughts on the whole are angel's real thing... Otherwise she's just your average glowing beacon... (Without direct moonlight this only can last about 10 minutes in places of darkness or deep shadow) It completely covers Wisp's features with it's bright light and makes it hard to see her. (She can use this in conjunction with her other powers - and can effectively make a target, while running away leaving an "after image" of the shroud behind- without her however it only lasts 60 seconds.)
Empathy Controlled- Wisp has a two fold ability she can push out her emotions to other people bubbly giggling, calm, happiness, love, pride...etc..) Both good and bad. She can inspire people with her presence or just move through them leaving behind feelings in her wake. Usually. Sadly the moon and Rainbow both have a dark side, one well known in literature and mythology and she can push darker emotions outward. For those with telepathic resistances they have resistances to her push too- they still effect the targeted people, but not as much as someone without any resistance at all. People always know the feeling is somewhat artificial... and like drugs, some people just don't care. Wisp can also channel other peoples emotions, and, in turn, turn and spiral them out to everyone... Thus she can effectively calm mobs, whip up people into a frenzy and otherwise do very, very effective crowd control. Usually this power requires the voice (of herself or someone else) and well, a visual light show has never gone wrong when inspiring the masses has it?
When the moon is new, Wisp has extremely limited powers. She has the apparent age of someone only 5 or 6. She’s got a little kid’s attention span and judgment. While fundamentally she’s the same bright eyed, smiling child, she’s more prone to tricks and klutz attacks.
Wisp only has three powers as a child-
1) Color bubbles and Light Sparkles: She can create small bursts of dazzling color bubbles or light sparkles that glitter in the air. These can't do much damage, but if properly applied, MIGHT blind someone.. if they you know... were in a dark place and BAMPH COLOR and LIGHT SPARKLES... But.. yeah.. pretty harmless.
2) Rainbows: She can create rainbows with her fingers and use them to make basic shapes, like circles, squares, stars, butterflies... wiggley monsters. The colors can stick to walls, people, etc, but for the most part they fade away with in twenty four hours without any ill effects except maybe the pleasant happy feeling one usually gets with seeing rainbows and butterflies.

At any other time, Wisp has the powers that aren't specific to full moon levels. She appears to be her true age (15-16) and has a teenager’s usual mentality of bubbly delight with periods of not-being-so-sure. She has extreme highs and extreme lows that never seem to last long. A cookie and some sugar will brighten her day considerably and when she’s miserable she’s miserable and when she’s sugar-highed.. well.. just keep her away from the paint.
At this level Wisp has all the abilities of kid-Wisp, the bubbles, the light manipulation, the rainbows and hue changes. She has the ability to push out her emotions, but only really really strong ones- that she herself is feeling. She can make herself invisible for short bursts of up to 10-15 minutes and even, at times of desperation pop together enough of a moon light laser to give most people a nasty burn. (the adult version can take off an arm just like a real laser!) Her control is iffy and sometimes her powers simply won't work. Sometimes she can only accomplish stuff at a baby level and very...very... VERY rarely can she accomplish something only her adult half could do. (Put simply- teh closer to the new moon she is, the more funky her powers for working... the closer to the full moon, the more powerful her powers... )
One unique "burst" to this is that Wisp can now make blinding flashes that will blind anyone who had their eyes open and looking in her general direction... The light does come from her but can also come from the moon. (She can refract it back from the moon onto the person. Yup. She's that good.)
(She has a lot of "grow" potential... the moon is a wonderful wonderful thing full of great potential branches.. but She's only 15ish and even her adult self is just really the ultimate "powered up" versions of the powers she already has... )

In all three forms, her uniform is mainly blue with some theme of rainbow sleeves. (her "last" form I'm holding back til later.) For whatever reason (perhaps the youthful "I think it looks cute".. Rainbow as an adult has no problem showing midriff or cleavage- perhaps making up for the times as a teenager and child when she has no real "chest" to speak of. As a teen she still shows midriff. As both teen and adult she has red boots that go up to the knee. Adult Rainbow also has rainbow thigh highs and teen rainbow contents herself with rainbow ribbons crisscrossing down the boots. The child rainbow has red boots with big yellow grippers on the bottom and rainbow puffs up to the knee.

Cooking- like most teenagers who live in a household where two parents work, Rainbow is responsible for cooking meals and she's learned, over time, not to burn everything that she touches.
Art, Drawing, Painting, Sculpting- This is where Rainbow shines. She loves to get into and play with color, pencils, oils, scribbles on paper.. Rainbow is never happier then when she's got colors in her hands. She's a very good artist and it's nto unusual to see her scribbling or drawing during class or during break or.. well anytime really- even dinner time is an excuse to drawn on napkins.
Iceskating- not great but not bad, she can be either incredibly graceful or the biggest klutz on ice. Depending on age, attention span and if anyone's in her way. (Alone she's fine but if she starts paying attention to other things going on- disaster is not far behind.)

- The Moon Phases- They determine not just her power levels, but her age and how much she can (and can't) do. Obviously the new moon means she's incredibly weak and really easy for plucking up and carrying off... then put her in a dark room and she's pretty much powerless... (She has to recharge- if she goes from 5 energy stored- best case scenario to her adult form, she's still only going to have 5 energy until she gets some Sunlight/moonlight!)

So, pretty early on, she got really into helping people out and getting the benefits (their happiness was like her own) as well as the lack of their anger/sadness/etc.
The last time has given her a reason to move out- which has become it's own set of ... unique.. issues..
