While she walked along the road, months after her escape from the hospital, she felt very lonely and entertained the idea of having a stray dog to keep her company. As she continued, she started to notice the soft pat of small paws behind her, but when she looked back, she saw that she was being followed by a collection of water in the form of the same mutt that she had been imagining mere moments before. Naturally, she was freaked out by the apparition and took off running, the form dissolving into a puddle. Hours later, when she finally calmed down and felt she was safe, her thoughts went back to the dog and she watched as water from a nearby pool gathered together into the same dog.
After years of practice, she became amazed with her new talent, but also afraid of it because of what happened when they first presented themselves. Though her family was all dead now, she always imagined that her father and sister may have been supportive, but her mother and friends would have reacted as poorly as the majority of the public; as if she were a freak of nature. Before her powers manifested themselves, she believed that the idea of the Mutant Registration Act was reasonable. After all, if a mutant had nothing to hide, why not expose themselves? But when she was an active mutant herself, she found the whole legislation and litigation to be nothing better than a pain.
Four years after the accident, while visiting the Columbus Zoo and Aquarium, her backpack of essentials was snatched right off her back by a common thief. In a flash of anger, she used the water from a nearby pond to attack him and get her bag back. This attracted the attention of the X-Men and BMA alike as she cut her visit short and ran for the exit. While on the run, she studied the material available on the reformed MRA and decided that since she really didn't have a real record and no ties to her old life then she would not register. She saw the reform to not only be too apologetic but almost insulting to the human citizens.
With the use of Cerebro, the X-Men were able to thwart her attempt at smuggling herself to Canada, bringing her to the Institute for her own safety.

These forms can travel as far as one-quarter of a mile from her and can vary in size from a single droplet to almost 1000 gallons.
